I heard from another user who was experiencing exactly the same issue.
The solution they found was to switch otter’s IIS Application Pool to Classic Pipeline (instead of Integrated).
Of course it should work in both, but for whatever reason, it didn't here. So maybe it will help you as well!

Hi Bryan,
The "Artifact does not exist in the artifact library" message can be triggered by a few things:
- The Action Group is associated with a different deployable than the action was created with
- The Create Artifact Step wasn't run
- There is a typo/misspelling in the artifact name
Based on your log entry, you're trying deploy "DesktopApplication-7.0-wBImages" within deployable id 4.
Is that where you are creating the artifact?
