Service Start/Stop Action Not Functioning with VariableName

I am trying to use a variable to specify a service name when I am stopping and starting windows service. The replacement looks like it is working but the process is failing with the follow error details. Should variables be able to be used?

This behavior is supported, yes; however, starting/stopping services requires Admin privileges. Does the user hosting the BuildMaster service have this?
