[ProGet] Feature Request: Expand which fields are settable when creating a Project using API/PGUtil

The API/command for creating projects should be updated to allow you to specify:
- Group
- Description
- Feed

So that creation can be controlled by a central process and not require manual GUI operations

Sorry on the slow response; we finally got the chance now to prioritize some roadmap items.
In any case, this will be implemented as PG-3337 in an upcoming maintenance release (targeting July 24).
