Overwriting NuGet packages

I am new to Proget, and Nuget in general but I was wondering what stops a package being overwritten with one of the same version number? E.g. if a package got pushed up but we forgot to update the version number first. Thanks.

@pete_4689 you can configure Security and Access Controls to restrict which users have the Overwrite Package, Delete Package, and other privileges
