Re-execute from last failed action not working

We are using Buildmaster 4.0.7 build 19.
We had a failed build which we wanting to re-execute from the last failed action. But clicking this button caused the build to re-execute from the start.
Do you know why this failed ?

What screen were you on when you clicked the button to re-execute? I can't seem to reproduce this in our testing environment.
