missing App_appSettings.config

The article linked below (which describes switching to IIS) says to look for a file called App_appSettings.config in C:\Program Files\Otter\Service. But the file does not exist on our Otter server.
How do we make the required change (IntegratedWebServer.Enabled to False) if the config file is missing?
We are running Otter 2.2.18 on Windows 2019 Standard.
