OTTER Plan edition for long plan name broken since 2.2.12

Hello
If a name of a Plan is too long (> 40 characters), it is not possible to edit the Plan.
It was working fine with the previous version.any help is welcome

I bypassed with a quick and dirt method.
I renamed the plan in the table dbo.RaftItems with a shorter name.

I was able to reproduce this and I've filed OT-362 to fix this.
