Proget Windows Service Issue

Proget 5.1.23 web Application can't change the windows service staus.
I used a proget installer to install and installed successfully. everything is fine, package download, browsing, uploading.... However proget shows warning message like "The ProGet web application does not have sufficient privileges to query the service status.".I'm not sure what is problem... please help.
