Npm feed scoped packages

I'm trying to get npm feed to work which it does for non-scoped packages, but for scoped packages it doesn't.
I set up a feed which caches the npm registry. When I access it, I get 404, for this reason:
when npm/yarn tries to get package info, it calls GET with this URL:
https://my.feed.com/npm/npm/@angular%2Fanimations
Proget returns a 404 there.But it does return proper results under this:
https://my.feed.com/npm/npm/@angular/animationsCan I do anything to make it understand that "%2F" and "/" are the same or is it a bug?

It was my reverse proxy (apache). I had to set AllowEncodedSlashes to On.
Problem solved.
