Migrating Proget to another machine

I migrate proget to another machine and used same DB. When i try to access to localhost:81 on proget machine return an error.
HTTP Error 503. The service is unavailable
Product: ProGet
Version: 4.5.1 -
That error will occur if the AppPool isn't running. It's from IIS.
