Assembles a package on the server by defining metadata and uploading files

Hello,
With the ProGet version 3.0.2 we have the possibility to create a new package, easily.
We use option "Create new package" (Assembles a package on the server by defining metadata and uploading files).But with ProGet version 3.5.8, this option not exist.
Why ? possible otherwise ?Thanks for your help.
