          I had asked, because I have a problem with the VS2015 NuGet Manager.
          Listing packages works, but downloading them doesn't work.
          ProGet lives on an IIS behind a TMG. The TMG is directing to the ProGet Web Application (only HTTPS).
          When downloading packages with NuGet, it uses HTTP, no SSL. The Server will not find anything.
          ProGet problem or NuGet problem?

            In that case, you will want to set the base url to be whatever the external base url should be, so that you can download the package. Otherwise, the path will be built from whatever protocol and host name that was requested, which in your case sounds different because of TMG.
