Getting an error when trying to create new user

We're running 4.0.7 build 3 (free version).
I'm trying to create a new user when logged in as the administrator. When I click the "Create User" button, I'm getting an IIS error with the following message in a pop-up window:
Server Error in '/' Application.
Unable to find control id 'txtPassword' referenced by the 'ControlToValidate' property of ''.
