Database Connectivity timeout issue

I am seeing a periodic error on the BuildMaster service page re database connection timeout. The database is on a separate server, connection string as follows: "Server=SQLTSTAG;Database=BuildMaster;User Id=BMUser;Password=xxx;Pooling=no;"
When we investigate, there seems to be no issue between the two servers. Where else can we look for further information on this error? It seems to happen every 5-7 days or so. Restarting the BuildMaster service from the admin tab does not fix it - the very same message is reported, down to the number of milliseconds for the handshake duration.
I disabled connection pooling which seemed to delay the error (7 days instead of 5).
Could not connect to the BuildMaster database. BuildMaster will not function property until this is resolved. The specific error message is: Connection Timeout Expired. The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement. This could be because the pre-login handshake failed or the server was unable to respond back in time. The duration spent while attempting to connect to this server was - [Pre-Login] initialization=22; handshake=14987;

This is likely an incorrect error that's being reported; next time you see this, just try to restart the web app by going to, Admin > All Settings > Save. This will re-establish a connection to the service on restart, and should clear this error.
