Cannot start web service or buildmaster service after updating "all settings"

i updated a couple check-boxes to receive alerts when an extension had an update and when the buildmaster service needs restarted, etc... when i clicked save i got the "server is busy error". now both the webserver and buildmaster services will not start. i have rebooted the buildmaster server, but same results
any assistance would be greatly appreciated.

When a Windows Service doesn't start, the reason will be logged in the Windows Event Log. Usually, it's related to an inability to connect to the database.
Note that, you can also run the BUildMaster Service interactively to diagnose as well.
