I can't copy Import Action Group via Copy if the Group is in Build step

I have an application with the following workflow:
BUILD > TEST > UAT > PROD
If I am in TEST environment and click on Import/Export button and select "Import Action Group via Copy", I can't copy an action from BUILD.
In a nutshell, the actions/steps in BUILD are not available to be selected.
