Approval gate should not send email notification if the previous stage is failed

I have a Perform-ManualOperation in stage 1. And there's an approval gate at stage 2.
If manual operation is cancelled, stage 1 failed, the approval for stage 2 should not be activated and no email notification should be sent.
However currently even stage 1 fails, approval notification for stage 2 is still being sent out. This behavior confuses me because it's asking to approve something that is already failed.

This is working as designed*, as a user can still approve the package even if there was a failed target. We have been thinking of ways to improve this (events / notifications in general, across the products), and will likely add something a lot better on the roadmap.
